The total number of weights and biases in a layer or network, $m(n+1)$ for a layer of $m$ neurons taking $n$ inputs each.

Examples

A layer with 2 inputs and 2 neurons has $2(2+1) = 6$ parameters -- 4 weights plus 2 biases.
