Scientific notation with the power of ten always a multiple of three, matching SI prefixes.
In engineering notation the exponent is restricted to multiples of three (10⁻⁶, 10⁻³, 10³), and the mantissa runs from 1 to 999, so 0.0047 F becomes 4.7 × 10⁻³ F, read directly as 4.7 mF.
