burden of proof
The responsibility of whoever makes a claim to support it.
The burden of proof is the obligation to give reasons for a claim. It normally falls on the person making the claim, especially a surprising or consequential one, and an appeal to ignorance often tries to shift it onto the other side.
Examples
Someone who says a new medicine is safe must show evidence of safety; critics don't have to prove it unsafe first.
